The Windstorm whistle is very loud and works after being submerged. In fact, it is supposed to work underwater. It is more compact than the larger Storm whistle and does not take as much breath to activate. It is also easy to attached to your PFD with a short lanyard. If you have a wakeboarding boat headed toward you on a collision course with its stereo blaring, this is the kind of whistle that you want to have.
