Great place to kayak. Many lagoons to kayak through. You can even kayak to the edge of the Botanic Gardens. There are 2 places to launch on Tower. Both have parking and port-a-pots. No place to wash hands though so if you're having a picnic before/ after kayaking then bring your own hands washing kit.
