Self launch can be booked on their website at £8 per boat, and there is limited parking available (it is free). For £30 you can buy a one month pass. Check in with the office on arrival. They will unlock the garage that allows you to wheel right down to the launch site.
From the Watersports centre there are a couple of miles of dock available to paddle, upto and through the famous Albert Dock. The body of water is protected from the ocean by locks.
